Have you filled the system recently? Is the grey tap under the boiler on the right fully closed. (this turns the cold supply off to the boiler) for the hot taps. Make sure it is in the closed position.

If it used to be ok, check for a filter on the cold water inlet to the boiler could also be scale build up in heat exchanger
