Creda output dial is spinning?

The output dial is allowing me to spin it 360 degrees non stop without being forced. I am worried that it will be constantly on and racking up a huge bill. Is this a fault? or if I simply keep it low, will it recognise this and work accordingly?

it broken as in snapped you can buy them on line they just push on .a stroage rad only powers up during the night when power is cheap then gives of heat during the day the out put knob is just connected to a flap thst allows heat out of top of the rad
