any number of issues can cause the problem, worn compressor ,gas leak, or just a very dusty condenser which is the easiest one for you to check and clean and make sure it has unobstructed air circulation. if the compressor motor is running the narrowest pipe coming out needs to be quite hot if not I would be almost certain it has leaked the refrigerant which is fatal
