How do I stop my boiler from boiling its water?

My Potterton Netaheat 10-16 has been emitting steam from the vent pipe for a few weeks. It steams for a few seconds each on cycle. Turning down the boiler temperature and turning up the pump flow rate helped for a while but the steaming is getting worse again. I added two 1 litre bottles of Sentinel X400 sludge remover 4 weeks ago to no effect. What sequence of actions should I consider next please?

it could be a faulty thermostat causing excessive overheating...thats what the fault was with mine,

extend open vent high in to loft then back down over jockey tank.turn pump down put elbow in o/v

check your f/e tank feed pipe from tank to system is not blocked. and turn the pump back down. did you drain the tank down before filling with x400 then top back up.
