My Hotpoint 9567 washing machine stops mid-cycle showing error code E11?

I keep restarting the wash and after 3-4 attempts, the wash cycle completes.

E11 - No hot fill.The ambient temperature is likely to be below freezing possibly due to the pipes being frozen. Also check that the taps are on or if the drain hoses are kinked.
if that is ok the hot water fill valve is faulty
