hoover steamvac model 6028-900 no suction?

I can't seem to get our steamvac to pick up the dirty water. I have checked all the filters etc. and still no suction. Everything else works except that.

take off tanks open and there are two hoses one of mine was broken I taped it I wanted to replace it do not know how
