This cannot be fixed until the cause of the fault has been identified and sorted out. You will need to get the fault code from the PCM (Ford for ECU) and replace the faulty component. More than likely it will be a seat pretensioner fault.
Ford WDS or IDS diagnostic equipment will read/clear any fault codes you need find a garage with it.
