Leaking toilet cistern?

The cistern is attached to the base of the toilet by a couple of bolts. One end of the bolts is inside the cistern under the water. One of the bolts does not have a watertight seal and water drips from the bottom of the bolt.

Is this an easy thing to fix? if so, how should i go about doing so?

Thanks for your advice. It looks like someone already tried to use silicon to fix the leak (the bottom of the bolt is covered in the stuff) but it didnt work. Should I remove this silicon and try again? should i silicon the outside only or drain the cistern and silicon in there too?
