Sorry, but while I cant give you a solution I'm writing to say firstly that I have exactly the same problem but secondly to ask if its ever worked 'properly'? It crossed my mind that the Diplomat 610 is actually a convection oven with fan assisted cooling - so the fan doesn't actually help distribute heat around the oven? Hence it operates only sporadically?
