where is the fuel screw on a mondeo turbo diesel 1995 cav rotodiesel?

it smokes to excess when cold and has no power at all, coldstart is fine. power better after warmup but still smokes. what is wrong?

Not allowed to tamper with that because of emissions on mot.If its somoking the the injectors have worn or the engine is a burner it would never be the screw unless its already been tampered with check to see if there is a seal on the rear of pump.
