How to get my steam cleaner to spray the solution and suck up the water?

I have a Bissel pro-heat carpet cleaner. I cannot get it to suck up water or even put out the cleaner solution. It sounds like it has plenty of power, but no results. It has a small red indicator on the top which usually indicates that the cleaner solution is being sprayed; and it is not twirling around either. I wonder, does it need cleaned, and if so, how do I take it apart to clean it? If it may need a part, where would I take it to repair it, as I live 2 hours away from Casper or Rock Springs, Wyoming; and an hour and a half away from Laramie, Wyoming. Our town of Rawlins, Wyoming doesn't have a repair shop.

I have an older model of bissell steam cleaner, but the principle should be the same. First, have you read your user's/owner's manual to see if there is a troubleshooting section? There are only two reasons your vacuum wouldn't be sucking up water. 1. there is a clog somewhere. 2. something is not connected right. Have you checked all the hoses, connections, inlets and outlets?
