VHS with tracking lines can't adjust?

I have a Panasonic PV-d4752 combo player. When we play any VHS tapes the white tracking lines appear and we can't use the tracking adjustment to get rid of them. It happens on new ones and old ones. I have tried a VHS head cleaner to no avail. Is there anything anyone can suggest?

Hi Sam, I would sugest that you take the lid off and use a lint free cloth with isotonic fluid (what you get with the head cleaner) to manualy clean the head and also more importantly the sound head just past the video head it is this head that controls the tracking
