Model GUO1A Tristar Steam Buggy?

Wwhen plugged in and switched on my GUO1A steam buggy's light does not come on, and therefore does not heat up. I live in a hard water area and wonder if it could be lime deposits, but thought it more likely an electrical fault. I have changed the fuse to no avail

the steamer has not been used for several months and upon trying to use it we find that the seal on the cap is not secure and steam rushes out of the top of the machine instead of travelling along the hose to the brush or whatever.
