My programmer is in the off setting on both heating and hot water but the radiators are red hot. The programmer is not switching off the heatng. The boiler overheat, fan, pilot and burner lights are out on the boiler that suggests the boiler is in the off position. Has anyone an idea of the problem. I would be very grateful of your feedback.

It sounds like your zone valve is stuck in the open position.
