help me fix my horn please!!?

Hey i own a 99 ford explorer xlt, and well my horn just stopped working about a month ago, and i still cant figure out the problem. the fuse checked out fine and so did the relay. i tried to look for the actual horn itself, which alot of people tell me its up front like around the radiator or headlights, but i still havent been able to find it, am i looking in the wrong place? and i was thinking (and dont ask why, beucause i dont even know) that maybe its something in my steering wheel? but i dont want to mess with that and have the airbag go off in my face. so if you can help, please do.. i would really appreciate it!

oooh okay, and if i still cant find it, or i do and the problem is infact in the steeringwheel, and i do re-rig it with a button one, that it can still pass inspection with that?
see i want to test the actual horn itself, like to see if maybe power isnt getting to it, but i cant even find it yet haha. and about how much are those button horns? like 30 bucks or so maybe for something decent?

Try looking for the horns under the hood in fender well ..like on the side of the battery.....if its in the horn pad it will be expensive to fix because you`ll hve to replace the airbag assemble ........better to rerig it with button on side of colum ..
You will need to know if the horn pad is giving it a ground or voltage ...
