black and decker sander cd 400 motor is dying no power.

my black and decker kw715t planer is cutting uneven when i adjust for deeper cut and looks uneven to the eye,but is flush when adjusted right down

I have an old Black and Decker 7404 Finishing Sander, double insulated. The motor runs but thats about it. I took it apart and cleaned it and still same deal. Any ideas?
