my renault clio 2006 model speedo meter and rev counter does work at time,vehicle goes into limb mode and jerks at times,mileage not working at times

Heater plug does not come on when engine is cold?

When the engine is cold on my 2002 renault Megane the heater plugs do not always come on but sometimes they come on when the engine is hot resulting in a loss of power.?
