Does a technician need to reprogram an old smeg oven to repair the sensor and thermostat ? Do they need a special tool to reprogram ?

We have a Smeg oven (Spa 42016) which is not working and I don't have a manual for it, nor a wiring diagram. It doesn't do anything. Only the clock keeps blinking. Thanks!
