I have inherited an outside hang down lantern, and I need to replace a bulb, but I cant see how to open to lamp to access the bulb ! help.

I would love to be able to offer sensible assistance but I can't see your lantern and you make no description of it and not all outside lanterns are the same. However, there will be a shroud around the bulb - the bulb will either come out through the bottom or the whole shroud will need to come off. Careful observation may give you a clue.
