Water seems to be running from where the cistern
is sitting on the toilet bowl. I don' know if there is a rubber collar between the cistern and bowl.

Plus there is no stop cock for the toilet. Is there a
self cutting stop cock that I could just add to the water supply pipe?

is it a constant leak or only when flushed ?
you don't get a self cutting stopcock.
is it tank fed or mains fed ?
