Starter pulley?

Went to restart my chainsaw and when I pulled on the rope it did not recoil back in,is this likley to be the starter pulley that has gone and do you think fitting a new pulley would fix the problem?

Most starter spring are sold in a keeper, so it is fairly easy once you have the correct spring for what ever machine you have.
