how can i fix the heater on ford mondeo?

the hearter on my ford mondeo 51 reg 1.8 is not working, it only works if it is turned on max fan, but wont work on normal 1, 2, 3 leavel....any idea guys?

heater fan resistor,sorry dont know the location on your model but normally near the fan assy.
