If tihs doesnt work it could be a tamper problem with either the control panel, keypad or bellbox.

you have probably got a break in the tamper circuit.
Take off the cover and find the two wires going into the tamper terminals. Probably two ends of several joined together. remove them from the PCB and put in a shorting link.
If it now works you have a break in the tamper circuit around the house. Test each line to each device to find it.
