Can my opener be adjusted (upwards)?

The opening part of my upvc double glazed window has been fitted too low so when closed there is still a draught coming in between the top of the opener and the main frame.
Can the opener be lifted so as to cover the rubber seal properly and provide a proper seal.
These were anglian windows and not cheap!
The company Local Branch does not want to help.....

if your windows are still under guarentee then its there job to help.tell them your going to trading standards

take sash out from frame take hinges off the sash move hinges down the amount you require then re screw hinges on they will drive in with a cordless screwdriver but first check gaps from sash to inside rebate they should be 12mm all round if smaller the sahes are the wrong size plus or minus 1mm
use original holes on fame
