how can i fix the honda engine on my c series countax lawn tractor, which is hunting ?

Starter will turn freely when not in place but when it connects with flywheel it Jams . Flywheel is turning slowly and can be turned by hand So not seized . Has done less than 100 hrs . Any help ... more
