Buzzing noice through webcam?

The webcam visually works but when I'm talking to friends they can hear a buzzing noise. Done all the set up's as suggested by Skype but the noise is still there. It's a Tevion webcam.

What or where is Hotfix?

My Tevion TV tuner for my laptop says I need to have "Hotfix installed first" before I can load the drivers from the CD. What or where is this Hotfix, please? This is for an Advent 4213 notebook.
