how to fix yamaha jog r digital speedo. What is most common problem?

i have a 1994 75hp yamaha outboard the motor dont tilt up or down?

how can i replace the tilt trim motor?I disconnected the 2 leads 2 the motor and applied 12vdc to it but it just makes a humming noise.
